We’ve closed the driest calendar year on record. We’re opening a pivotal year for water with those on the supply front line gearing up for major conservation programs and/or greatly reduced plantings in an attempt to muddle through. All the while record storms and cold pound the eastern and southern portions of the US.
2014 will chronicle an unprecedented convergence of water world policymaking, including a possible revamped water bond, Bay Delta Conservation Plan continued environmental activity, groundwater quality regulations at the State Water Resources Control Board (SWRCB) and California Water Plan Update and Integrated Regional Water Management Strategic Plan at the Department of Water Resources (DWR). And no doubt the Legislature will be poised to take action that the Dunning Commission teed up during Jerry Brown’s first tenure in the corner office.
And water will be a major element in the 2014-15 budget negotiations. The drinking water quality program is being transferred by the administration to the SWRCB from the Department of Public Health and nearly $500 million in Prop. 84 funds could be allocated. This is likely the final tranche of water project funding.
